I'm going to take a wild guess and say Mr Norman Whitfield. In fact, I have this theory that Norman is also the person on the front sleeve. Ray said it was a local model but I'm not so sure. The hairstyle kinda gives it away.

Hey, now there's a guy who I'd love to see on this forum. He had a lot of input into Rare Earth's career as a writer and producer.

I'm not sure whether it was a good thing to bring in female backing singers, the same with big string / brass arrangements but I seem to recall thats what everyone was up against at the time. Could be wrong.
